Why not just use the Win 3.1 CD player MEDIA PLAYER.

Look in Accessories group and choose MEDIA PLAYER.

In the pulldown menu DEVICE choose CD AUDIO.

play your CD.

If CD AUDIO is not available then you need to install MCI CD AUDIO.

GO into Main group, choose CONTROL PANEL->DRIVERS->click ADD button->choose MCI AUDIO and click OK button. You will be prompted for a disk or two.
