What is the best video card?

Basically, I am trying to build a box that will do it all. 3x, 9x, NT, and XP. Not surprising, the biggest hurtle seems to be finding a video card that has drivers that will work well for all the different operating systems. One thing is for sure I don't have that card, but I'm going to try to find it. So there's the question, what is the best high performance multi-functional video card that has everybody covered from Win 3.x to XP?

You may have solved my problem, but I am sure I am closer. At the Nvidia site I found this card still in production and this Win 3.1 driver.
NVIDIAŽ TNT2 M64 Video Card, AGP, 16MB

I've emailed Nvidia to see if the driver and card are compatible. This $89 card rocks. I read a review comparing the TNT2 chipset with the Voodoo3 chipset. I'll keep my fingers crossed for word back from Nvidia. Thanks a lot.
