visual basic 6 on windows 3.11?

I don't think so.

All applications build by VB6 are 32-bit applications and your Windows 3.11 system is designed only to run 16-bit applications.

If you have to build your application for Windows 3.11 you must use Visual Basic up to the 4th version (VB5 makes 32-bit applications).
