Hello i am have reinstalled win3.0 on to my machine and am trying to in stall my apps most went ok except for piblisher 2 and photoshop 3 they say i need a newer version of windows but they worked ok before. i downloaded win32s to see if that would help but that said the same thing so i was wondering if i installed 3.11 over 3.0 would that work or is it even possible. I have installed over later versions of win with a few problems but never needed to with 3.0 as it worked perfectly for about 10 years.

Well, I don't know for sure, but I would suspect a clean installation would be best, to avoid any incompatibilities. Really, Win3.0 cannot compare in functionality to Win3.1 or WfW3.11 - while it may be interesting to run, you would be better off with one of the later versions.
