How do I turn a regular file such as a Qbasic file or any other files into a working .exe file?

You can't turn just any "regular" file into an executable. Well, I suppose you *could*, but you might not like the results! You have to have actual executable code.
You can, however, create executable files from EXECUTABLE CODE, such as batch files, scripts, and things like QBasic, FORTRAN, and Pascal programs.
You do this by compiling the code.

I'll assume I understand what i'm talking about and you know. The regular QBasic in dos or OS/2 does not include the generate menu option nor the compiler or linker.
You will have to retrieve the commercial 4.5 version or the commercial PDS7.1 Quickbasic Software (which is the extended, professional qbasic) to compile them into executable. A simple search with www.google.com for "qbasic 4.5 download" or "qbasic 7.1 download" should do the trick.

What kinda file are you trying to turn into an .exe? a .bas file? if so lemme kno i can send ya a qbasic compiler.

Yes I am trying to turn a qbasic file into a .exe file and i do have qbasic 4.5 and I know how to do it but how do I make it a .exe file in Windows for Workgorus 3.11

Sounds like your trying to make a Windows .exe out of a DOS .exe
You cant do that, Qbasic compiles under DOS, if you want a Windows .exe your gonna have to get yourself VBasic and make your Windows .exe to run in a graphical shelled environment.
(no offence) but you need to learn about these things and programming in general before you run off trying to compile anything, or everything you make will cause a fatal error.
Then again Micro$oft would still hire you =) hehehe!
