this program can not run in dos mode

I have a pentium 1 wich has windows 3.1 on it. I just downloaded ICQ for windows 3.x on the computer and theny instaled it but when ever i try opening it it keeps saying "this program can not be run in dos mode" any help on what to do about this would help

Sounds like its the Win9x version or it might need Win32s installed.
