Can anybody tell me if there is a way that I can share a modem in Win '95 or Win '98 First Edition. I need to allow access to the modem on a second computer running Win 3.11 WFW.

just before you go on - remember that if it's a winmodem (ie most internal modems sold with computers since mid-1998, which rely on win95/98 to emulate some of the modem's functions), you probably won't be able to use it in win3.11 - no drivers, unless manufacturer specially designed them. If not winmodem, then in principle you can do it, but others on the list are better qualified to tell you how.
