Just got a Toshiba T3100 (free) and it works but it needs a set-up or start-up discs to run. Can I install widows 3.1 to get it running or ? Where would I find the start-up disc or even a copy of windows 3.1?

Strictly speaking Windows 3.1 is not an Operating System, it is a "shell" or a "GUI" (Graphical User Interface.) The Operating System that Windows 3.1 uses is DOS. Windows 3.1 will not install unless DOS has been previously installed on the system.

Thanks all, I got it to where it reads the display and then when it gets to the memory test tells me to insert disc...which I dont have...any answer where to go from here?

Sounds like you are going to need some version of DOS to load on that thing. It should boot off any boot disk of any DOS version.
That thing came with a 720kb floppy drive and if it's still in there (likely is) the boot files will have to be placed on a 720Kb floppy.
You can make your own by using a standard 1.44Mb floppy, covering the window opposite the write protection tab with tape and formatting thus:
format a: /f:720
A boot disk can be downloaded at:
WWW.BOOTDISK.COM
It'll be a .zip file that you will have to unzip onto the 720k floppy. Should get you to a command prompt so you can see if anything is on the harddrive.

I downloaded & unzipped MS-DOS 3.30 Bootdisk using this: msd33bk.exe from the link provided. This gave me "Backup" and "restore" on my disk. When putting it in the toshiba I still get the message "non-system disk in drive" I'm stuck. I can't get to the c:\ prompt on the toshiba or I'd be ok. Any other ideas for me? Thanks...

Are you sure you did things correctly? The file msd330bd.zip contains the MS DOS 3.3 boot disk in image format. (Did you read the convert.txt enclosed in the zip?) You will need either Winimage or Disk Image Pro to write it back to a diskette. Powerload provides links.
The file msd33bk.exe has nothing to do with reconstructing the bootdisk. There are other bootdisks on Powerload's site besides Microsoft DOS, including IBM PC DOS and DR DOS.
