Program Manager, WIN.INI error

System: WFW 3.11 When loading windows, program manager error window pops up. In it is the following message: Cannot find file " specified in WIN.INI(or one of its components). Check to be sure the path and filename are correct and that all required libraries are available. I have modified WIN.INI to remove ' " ' occurance, then rebooted - same message. I have commented out ";" any programs that are no longer used, then rebooted - same message. My system has become unstable. File associations bring up the program but do not execute or use the referenced file. Ex. clicking on a *.txt file initiates my program text editor, but does not load the *.txt file.
Any help would be appreciated. I have checked all over the net and have just come across your site. Thank you very much for providing this service!

Your system starts from the ini files.Every one.Or anyone who ever used a computer much knows of them.Now there are your grp files. These files loads your icons.If one of these files are missing.Then that program can't load.E-mail and I'll send a boot disk for win31.When I have a little more time This may help. Frank
