Not sure what the problem is - you're not providing much in the way of details, so either you have a different version of WfW/Win3xx, you have defective disks, or something else entirely.
I bought an older version Compaq Laptop on ebay. I formatted the hard drive and fdisked it. I found the installation disks for windows 3.11 on the internet. I get as far as the second disk. It stop at downloading user.exe. I looked on my second disk but the user.exe file is not there. I can't finish installing windows until I get that fixed. Does this help?
Ok - well if it's 'not there' then something is amiss - very likely the disk (or disks) is damaged, and it would advisable to run scandisk or other utility to see if it can be repaired.
Chances are if one file is missing, there will be others too.
Also, you've specified 2 different versions of Windows (so far) - I'm not sure if it makes a difference, but it very well might.
There are several versions of Windows and Windows for Workgroups, and the disks are not laid out quite the same.
Windows is copyrighted software and downloading from the WWW is illegal, therefore if you will not buy a proper copy and rather use a hacked bootleg download are you surprised it does not work.
