I'm with Wengier, try using www.brinkster.com You get 30 megs with no ads or pop ups on your page. I've used brinkster for a couple of years now and my site has been down once in that time and it was for like 5 minutes.

If you want great web hosting for free, try HCHS. It is a small organization that provides free webhosting with no ads, 50MB of space, and CGI and PHP support. The URL is a bit long, but you can set up a redirector. I recommend CJB for this. Your URL will be http://xxx.cjb.net and that will redirect you to your HCHS account. It is quite a good setup.
