Well, Netscape Communicator 4.08 has the built-in email client Netscape Messenger as well as the webpage editor Netscape Composer. Internet Explorer 4 and 5 also come with Outlook Express for email. For browser downloads, head to the Windows 3.1 Web Browser page in the Windows 3.1 section of my website.
For webpage creation, you could also try AOLPress. Shouldn't be too hard to find. (I don't remember where the download link is)

I don't know about RAR, but you can get WinZip 6.3 (the last 16-bit version) also on my Windows 3.1 section. (I'm not sure if www.winzip.com has it anymore.)
Hope that helps!

I just used the "Print Screen" (or "Print Scrn") key, then pasted the image into an image editing program, usually MS Photo Editor. (Which came with Ofice 97)
Also, I found that AOLPress download if your are interested in trying it: http://www.brgzell.salzburg.at/download/Aolpress/AolPress/aolprs20.exe

I just came across WinRAR 2.06 for Windows 3.1. It requires that you have Win32s installed, and I just added both of those programs to the Windows 3.1 section of my website.

Scroll mice will work in win 3.1x, but you will need a third-party driver. I'm using an MS Intellimouse in Windows 3.11 right now with the A4 Tech Wheel Mouse Driver.

You can get it here:

http://file2.mydrivers.com/input/4d_Win31.exe

or FTP:

I should mention these freeware progs too:

Spell Checker For Edit Boxes v3.02 (universal spell checker)
Eudora Light 3.0.6 (solid and reliable e-mail client)
WinVi 16-bit, v.2.90 (text editor/notepad replacement)

WinVi will not seem much to look at, but it is incredibly fast and will handle large text files better than any other text editor for the 3x platform.
