Not sure if this is what you want, but this makes interesting wallpaper: Get WINLOGO.exe from http://oldfiles.org.uk/powerload/win3x.htm inside you will find the Win3.11 logo rle file. Rename it to .bmp, then reduce its size to 25% to make a small tile, about 28k. Then use this as wallpaper, tiled. Try changing color to sepia (like old photographs)or let your artistic talents run free.....Enjoy!

They used to be on the web (somewhere)...
Seem to have disappeared now. If you find an old copy of Win3.0, you could use it's expand function to recreate them. Remember, expanding Win3.0 files would be:
expand chess.bmp C:\folder\chess.bmp
whereas Win3.1 would be:
expand leaves.bm_ C:\folder\leaves.bmp

At http://oldfiles.org.uk/powerload/win3x.htm there is a file 30BMP.exe containing wallpaper Bitmap (*.BMP) Files from Windows 3.0 (Including CHESS.BMP)

Click on them to get the original BMP file. The one you're looking for is WINLOGO.BMP. (These are apparently from a Swedish version of Windows so some names are different from the English version)
Summary: Hi Janice If you google "301k bitmaps" you will find lots of sites you can dl off of. I had lots of fun changing my old 3.x wallpapers to any 301k bitmap that I liked. Long Live Pre-Pentiums ...
Summary: anybody know of a msn compatible messenger program? I've heard that an old version of trillian should have worked under windows 3.1, but I've only found it for 32-bit windows (I've found down to 0.5) ...
