OEM setup on 98se CD-ROM

CPU/Ram: Intel Pentium@133Mhz / 40

I was wondering about the oem setup file on the 98se disk. does this let you select an oem bootscreen, picture in the my computer properties, etc? I know you can do all of this with some tweaks, but is this the way computer companies do it.
