Stay in DOS. If you are not at the C:\> prompt, type;

CD\ [enter]

then type CD windows [enter]

type DELTREE *.* [enter]

This will wipe out all the files and subdirectories in your C:\windows directory.

Then with the 1st install disk of Win 3.1 in the floppy drive, type A:setup [enter]

Now there should be enough room to reinstall windows.

You will find out later what files and drivers you need to reinstall.

good luck
