NO ROM BASIC SYSTEM HALTED

I just installed windows 3.1 on an old 80386 computer went to reboot after altering the command,config,autoexec. files so it would boot up and now when it boots all I get is
"NO ROM BASIC SYSTEM HALTED
What can I do to fix this

Also when I try to install dos 5 or 6.22 it asked to insert ms-dos disk one and hit ctrl alt del to restart and that does not work I get a non system disk error Isnt dos 5 or 6.22 the same as ms-dos. In order to get to Prompt I have to use a Win95 boot disk. If I use this then I do not get the "no rom basic" message. I only get this message if there is no disc in A: drive.Also, When I try to start Windows I get a Message about the HIMEM.sys missing but the file is there
Help Me someone Please

put the disk one of dos 6.22 in and shut the computer off with off. then turn it back on. If it does not boot to the floppy then you have a bad disk. some times the soft boot does not work when you boot to the floppy from an error message. You may have a bad boot disk.

Crap and bullshit

Either the Bios chip has died,
Or there are no partitions (and thus no active one)on the hard drive,
Or (according to these guys http://www.compguystechweb.com/troubleshooting/faq/no_rom.html)
the motherboard is dying.

Most likely the hard drive has no partitions defined, or the partition is not active. For DOS the primary partition must be set active to be able to boot off the hard drive.

Use a boot disk, run fdisk and then activate the primary partition. If there are none, create a primary partition, then DOS will by default make it active since it's the first partition on the hard drive.

I've run into this problem lots of times when swapping a second hard drive and making that the first one, and forgetting to set the primary partition active.
