Sure, if you split hairs W31 is not an OS but the W31 OEM CD's usually contained the DOS as well.
You could say exactly the same about W98 but the disks installed the system in one shot, including DOS.

Probably because 20-30% of the world uses DOS/Win3.x every day.
Do you believe everyone runs a "modern" system with a "modern" operating system? Any reason someone shouldn't run Office 4.3 or any other 16 bit application? Any reason to trash old systems that can't run a "modern" o/s? Should hobbyist' stick to stamp collecting?
You might want to reconsider your big issue.

And consider that compared to lots of other "modern" OS's out there, it's safer as well (not many people are writing virii/malware for 16-bit systems anymore)...

It is a nonsense to visit a website "dedicated to W31" for the purpose of making a comment like the one given in #4. A crackpot remark like that could be written as a response to every post on this particular forum but could hardly be described as helpful. I don't happen to run W31 but hats off to those who do.
It might not be the norm keep a vintage car going but a lot of folk enjoy doing so, and why not?

I have Windows 3.1 on original disks. Also copies of DOS 6.0 and the 6.22 step-up, plus a DOS 6 boot disk.
Are you looking for additional software to run under 3.1? I have a lot of it, having thrown very little away over the years. How about a scanner? I still have a Logitech hand held, a Logitech desk-top page scanner, and a Xerox flatbed. They all work under 3.1, and are in beautiful condition. I can't use them any longer -- my old Pack-Bell 486 just gasped its last.
Oh, and I have Office 4.3 in the original boxes with all the original manuals, too, if anyone is interested.

My version of Windows 3.1 did not come pre-possessed with any version of DOS, as compared to your metion it was one yours. If you begin loading the floppy disks in one after another, the first disk mentions to be checking for a version suitable of DOS.For certain applications you thus need to load up DOS first.

Thinking back, probably mine was a computer suppliers CD with everything on it (inc DOS, W31 and other goodies). I never did load from floppies.

I happened across two old TI TravelMate 4000Es on Ebay.
One arrived with the Windows 3.1 AND MS-DOS 6.0 disks.
I use both of the old computers for radio programming since
I can slow them down to 8Mhz! May be able to copy all
on new floppies.

Yeah, it can be done; it's not the easiest job in town to make a set of DOS install disks though.
I've never paid more than about $10 for an unopened set of DOS/Win3.x disks and have often bought several copies at once for less than $10. Most unopened sets come with manuals that are a big help to new DOS users.
I mentioned computer shows (computer fairs) in #2. I've seen vendors with literally hundreds of sets for sale...last set I bought cost me $3.
