Win31 comes with a set of mouse drivers, just go into setup and select the correct one. Some mouse manufacturers provide their own drivers (often with a few 'extras') - you could look for the manufacturer's webpage.
AFAIK there is no USB mouse support for Win31, if that is the type of mouse you have.

if you still cant get your mouse drives i have a install program i can zip up and send you i use it all the time for 3.1
