This is a DOS question but ok:
Deltree C:\DOS and delete every file in the rootdirectory C:\ will give you a harddisk without OS but with directories and other files still available...

If you ar waning to use the windows ME CD to do an upgrade, it will not work. The upgrade CD to windows ME only works to upgrade Windows 95, 98, and 98SE. You could do a full install with windows ME, that would work. Just insert your CD in the drive, change to that drive's directory, and type SETUP. This will begin the Windows ME setup process. I would convert the drive to FAT32, to conserve space and to recognise above 2GB.
If you are wanting to use the ME startup disk as your new DOS, it will not work with Windows 3.11. Windows ME runs on top of DOS 8, but the 3X patch to enable Windows 3.11 to run on DOS higher than 6.22 only works on DOS 7.0 and 7.1. (The DOS version included in Windows 95, Windows 98, and Windows 98SE.)
