Ive become interested in installing the DOS 7.1 over an existing Windows 98 installation, maybe a 95 install, and if possible a Win ME installation. Will Windows still function as well as before, maybe if I do some tweaks to various files?

Yes, if you install MS-DOS 7.10 over an existing Win3.x/95/95A/95B/98/98SE(but not WinME), then Windows 3.x/9x GUI will still function well on top of MS-DOS 7.10. Note: to make things simple, please answer "YES" when MS-DOS 7.10 Installer asks if you want it to set up the existing Win9x path automatically for you.
