Microsoft NetworkClient For Dos 3.0

I got out my old 3.1 disks and installed them under dos 6.22 in a virtual machine. I have been up all last night trying to get it to network with lan manager but lan manager had problems (when it tried to start the workstation it said it was already started and when I tried to stop it it said it was already stopped). I switched to Microsoft Network Client for Dos 3.0 and I cannot find drivers for the DEC21140 that work with it. Is there any way to get lanmanager drivers or windows for workgroup drivers to work with it or does anyone have proper drivers or know where they are?

I took the country line out of my config.sys and netbind no longer fails. Now it gets stuck running nmtsr.exe. When I skip it, everything seems to work but when I try to run windows 3.1 that freezes during the splash screen
