I think there is no dos command for low level format, If you want you can use this one here this works for all hdd, download the bootdisk from www.gw2k.co.uk, tech support, home user desktop, drivers, win95/98, bootdisk, download the file, its selfextracting, boot with the diskette, go into dos, cd gwscan, gwscan.exe, write zeros to drive, run this, it makes a low level format, any questions, send me a mail

As a matter of fact you can. a normal DOS format just overwrites the File Allocation Table, it does not even delete the files, just hides them for you. If you have marked bad sectors on your harddrive it ignores them.
FORMAT /C - Causes FORMAT to retest bad clusters, otherwise FORMAT will mark the clusters as bad but will not retest them.
FORMAT /U parameter performs an UNCONDITIONAL format, which DESTROYS every byte of data on a disk by overwriting it with random data. And resets the Master Boot Record. (MBR)
This is all a so called 'Low Level' format will do.
