Int13h drive - why not?

I still like to mess around with Windows 3.11 on Virtual PC (which is now FREE incidentally :) and I was messing around with the Virtual Memory settings, but got told that my "hard disk" (virtual drive of course) is not an INT13h drive. I then thought it might be because i'm using 3.11 on a FAT32 "drive", so I created a new virtual disk and made it a FAT 16 partition, but the same error, stating that it is not an INT13h drive. What is INT13h? And could I get around this? Is it likely that this error is just common place when using Virtual PC and 3.11?
