Install DOS program on win3.1

I have a Laptop with win 3.1 I received a DOS program and the guy was running win98. Now when I try to Install it tells me I'm running in wrong windows Platform and won't install. Is there a way around this?
A DOS program should work on Windows 3.1 (basically because Windows 3.1 is strictly run on DOS). Maybe that program was a DOS program coded for Windows 9x versions.
Or maybe the program is dos but the unzipper or installer is a 32 bit programme. If its an automatic unzipping thingy try to find a version of the software which can be opened with Winzip rather than an auto unzippping thingy (i'm not very technical).
