If you handle a large variety of formats, two programs come to mind:

Graphics Workshop 1.1y:

Thumbs Plus v3.3

GWS and Thumbs+ are both "nagware" and Thumbs+ requires Win32s with Windows 3.1 (it also may be time-limited; been a long time since I've used it).

Also, earlier versions of IrfanView worked with Win3.1+Win32s:

How much do you need it..i mean , do you use it an awful lot? If so, you should consider FMVIEW..i think you can get it through WinAbility's site (or WinCorner, im not absolutely sure) It's shareware, but it's sooo good it's worth paying for..you can right-click any file in file manager and view it, it converts from almost any format to any other, and it shows full color..i wouldn't be without it anymore...you can also rename the main viewer dll to make it compatible as an external viewer in Calmira....
Other than that , AcdSee is the next best...the above two are undoubtably the best two viewers on the market...although i expect Irfanview ranks third...it's not a bad wwindows viewer...needs win32s though...

I also recommend the freeware DOS viewer called Display version 189a.
