I'm looking for a PDF creator for Windows 3.1 or some sort of converter from RTF to PDF or HTML to PDF. I want my PDF's to be viewable in Acrobat Reader 3.

www.fineprint.com do a pdf generator (PdfFactory), don`t know whether its 3.x compatible tho, and you need to register it to get rid of the watermark but the trial download is free.
I use it a lot to make pdf`s of webpages i want to look at later as its much quicker than Adobe Acrobat to load and uses far less resources, basically its just a printer driver, and you send the file to print and select fineprint pdf factory to print it to a file, it has preview if that important to you.

Just had a look at the fineprint site:
System Requirements: Windows 95, 98, NT, 2000, XP, 2003 Server with at least 256mb RAM.
you should hopefully be able to find an older version or alternatively contact fine print to see if they ever did a 3.x version.
Car boot & yard/garage sales are a good source of trial software on old magazine coverdisk etc for older Os systems

This claims to make PDFs online, but whether it puts watermarks or other graffiti on your document, I don't know. (And do you really want your information going naked to a website?)
