My "compaq modem operator" reports to me upon powering on my system that I have run out of hard drive space, there for cannot receive faxes any longer, and i fax fairly often. How can I uninstall some of the progams Compaq put on this computer so as to free some space?

If you're that short on space, it may be unwise to even attempt your proposed Win95 upgrade, as that would likely require several hundred Mb of free space.
Uninstalling programs under Win31 could be even less reliable than it is under Win9x - you might check the program folders and see if there is anything like an uninstaller there. You might also clear out the junk files in your temp folder (where ever that may be)
Best would be to get a larger drive, although older machines were limited in just how big a drive they can fully use.
Resist the temptation to close your request for help with semantically-null questions like “Can anyone help me?”

If you can you could offload the old fax messages. That would take quite a large amount of space as they are usually TIFF graphics.
