That requires LHA - I don't think there's a specific Windows app, but WinZip 6.3 (for Win31) can handle the file if you set it up to use the DOS executable, LHA.EXE


... or extract in DOS

Sure thing, I hope that helps. It used to be a pretty popular type of compression - these days you'd mainly only encounter it in older driver archives etc.
