How do I start Win 3.1 from DOS?

I recently got a new (well, used) hard drive for my old computer that was completely empty except for the Windows 98 version of the DOS command prompt. So, I installed Windows 3.1 on it and now I can't start Win 3.1. I get a message that says:
You started your computer with a version of MS-DOS incompatible with this version of Windows. Insert a startup diskette matching this version of Windows and then restart.
What should I do? I tried bootdisk.com and they didn't have a Windows 3.1 bootdisk. Where can I get what I need and what should I do with it?

start over. you must install dos 6.22 3.1 won't work with dos 7.0

Win3.1 WILL work with DOS 7.xx if u install 3XSTART.EXE...this file will patch one of ur system files (IO.SYS) & Win3.1 should load with no problems...

Sure it will. But Win 98 uses DOS 7.1... ^_^ If I remember right, Win 3.1 has no problems with Win 95A's DOS 7.0. With 95B or 98 it'll work fine with the patch suggested by N1 above.

Get PC DOS 2000 (60$) or find a copy of PC DOS 7.0. Well worth it over M$.
