if I am correct u are wanting to put your instalation floppys on a rom then the best way I have found id to create a clean directory on your hardisk if u have the room. you may want to make room some how! then copy all of the floppys to that directoryI have called mine win311. Then with your cd burner software what ever that is I use nero, cd roast is another I have heard and copy the contents to burn to the cd-rom. you can also make the rom a boot rom if your cd allows nero does this as effectively as any copy your dos floppys also then u can run the whole setup from the rom and it should nt take more than 2-3 miuts tops depending on the speed of your cpuand then your set. Even if you do not have a bootable rom u can still run the setup with a boot floppy
no, he asked how to put his whole HDD on it. not that hard since you use way under 700 mb for windows 3.1X anywho. i'd put the config.sys, autoexec.bat and command.com on the disk along with the whole \windows folder and sub folders. then add whatever stuff you also want. don't forget to add CD burner drives. ;)

Read my page about running Windows 3.1x from RAM disk. Since you have plenty of RAM I think this is a better and faster solution.
You will also get an idea how to put all on a CD-ROM and instead of using the C: drive (as I did) you could use your CD-ROM drive.
Remember if you plan to use the CD-ROM on other PC´s with different hardware that the installed drivers will not work. If you want to use it on several computers with different video cards I suggest you use the generic VGA drivers (16 colors) or the generic SVGA drivers (256 colors).
