Keep in mind that someone corrected my answer about MODEMS2.ini
That is the file that you will edit if you are using some version of Internet Explorer Dialer to connect. If you are using Netscape or another Browser, I don't know what file you need to edit.

In windows 3.1, you need to edit a file called modems2.ini. Several modems will be described in there. Find the modem that you currently have set up.
Find the line called InitString. You will need to edit that string. The command will vary slightly between modem manufacturers. For my GVC External 28800 modem, the required string to shut the modem up was FM0. A more common string to silence a modem is M0.
Anyway I added &FM0 to the string below and that quieted my modem.
Try &M0 &L1 &L2
You can also go to your manufacturer's website and they should list their AT modem commands somewhere on the site.
