how 2 instal .inf driver in win3.1

I am a newbie 2 Windows 3.1, and WFW, and have a modem driver for windows 3.1&WFW, called Wavrss.inf, how do i install the driver?

It would be the first time that I would encounter a modem that needs to be installed in 3.1x.
Normally 3.1x can only work with HARDWARE modems that dont need to be installed. Only the COM port needs to be specified in the software that uses the modem.
So if this is a non-hardware modem that has 3.1x drivers I am very interested in the specifications......
