himem.sys is missing

I need help on an old ibm i have. it has somethings on it I want to get to, but I cant get into it and it says himem.sys is missing, so I followed direction I found on the internet and the command prompt wont respond.

If this error is at startup then try installing MS-DOS 6.22 first then install windows

Please elaborate as to "the command prompt wont respond". I find it rare for DOS to lock up on a command prompt (in plain DOS, that is).

HIMEM.SYS is going to be in the C:\DOS directory. If not found there, look in C:\WINDOWS. If found, change C:\CONFIG.SYS to reflect correct location.
