HIMEM.SYS and no win 3.11 boot.

Im sorry for asking this I did search for other people who had this problem and I did try all of the replys they got but still none work and I am just out of ideas so...
Ok first time after install WFW 3.11 started it worked fine but once I reboot I get "windows can not find himem.sys make sure it is in your windows directory etc..." now I have gone in edited config.sys and tried many many things none work. I also tried putting himem.sys onto a floppy and going into config.sys and entered a: drive as location of device and I noticed the floppy light didnt go when the error came up.
Summary: You can't do a win 3.11 boot disk. You need to create a MS-DOS boot disk. Go to File manager and format a disk with system disk option. Your disk needs io,sys and msdos.sys their are systems files. co...
