No free ISPs in US for Win 3.1 that I know of at the moment.

There is an updated version of IE 3.03 that is supposed to have taken care of a Y2K glitch in the email program but when I installed it there was no dialer. Probably if you install the version above first then the updated one it will work OK. http://www.microsoft.com/Windows/ie/download/sp303.htm
Internet Explorer 4 and 5 are also available for Win 3.1. Search for them.

go to www.afn.org. Look under "other free nets" and see if there is a free net near you. They are few and far between.

http://www.juno.com/download/ie5_3.1.html I tried Netscape 4.08 in Windows 3.1(Windows for Workgroups). Another compatible browser is called Opera. They say it's the fastest. It has a 30 day demo then sells for $39 for one.
