Failure of 3.1 to start from dos

I have 3.1 and when I try to start it goes to A: dos prompt. I type C:WINDOWS, but I get bad command message. I type C: and get that to work, but cannot access anything, even autoexec.bat. Any suggestions? Any help would be wonderful.
