when i start internet explorer 3.03 for win 3.1 i get an error message that says "this program requires a newer version of windows" when it is the 16 bit version for windows

If you downloaded this it might be the 32-bit version. I have downloaded stuff off the net that said it was for Win 3.1 when actually it was for '95. Try another download site.

ive tried downloading from tucows, nbci, and hotfiles.com they still give me that problem.

Which version of Windows are you using? 3.0 or 3.1. IE 3.03 might require 3.1. Either upgrade to 3.1 or use Arachne.
