Its the browsers themselves that enable cookies on or off, ( the setting should be easy to find in preferences) however , in win 31, cookies (in my experience) store in a single file, rather than the folder full of files that you might see in ,say, win98. They are there , however, as you would see if you started up something like "cookie cutter" etc.
It's just that, although they get accepted fine while online, they store poorly, in 31,which is actually sometimes a good thing.

Yes In Windows 3.1 You Can Even Enable Cookies.

To enable cookies in Internet Explorer;

Go to Tools, then Internet Options. Click on the Security tab, then click the Custom button. About half way down are options to enable and disable cookies.
