Dos 6.22 WFWG 3.11 Krnl386.exe - help

I have a 386 computer. Upon booting I get

Phoenix 80386 Rom Bios Plus
Siemens Nixdorf Informationssysteme AG
386/20 Mhz Version 2.0/06
640k Base Memory, 7168k Extended

I have installed Dos 6.22 and WFWG 3.11. All seems well during installation, but once fully installed the system reboots MS-DOS starts, Himem is tested, and MODE prepares and selects code page function. Then when windows kicks in I get the initial start up screen then I get the message:-

"Cannot find or load required file KRNL386.exe. The path was not found."

I have copied the file to every directory on my hard drive and still I get the same message. Also when I get this message and type:-

dir

I get file not found.

My config.sys file is:-

DEVICE=C:\DOS\SETVER.exe
DEVICE=C:\WINDOWS\HIMEM.SYS
DOS=HIGH
COUNTRY=044,,C:\DOS\COUNTRY.SYS
DEVICE=C:\DOS\DISPLAY.SYS CON=(EGA,,1)
FILES=30
DEVICE=C:\WINDOWS\IFSHLP.SYS
STACKS=9,256

My autoexec.bat file is:-

@ECHO OFF
C:\SMARTDRV.exe
PROMPT $P$G
PATH C:\WINDOWS;C:\DOS
SET TEMP=C:\DOS
MODE CON CODEPAGE PREPARE=((437) C:\DOS\EGA.CPI)
MODE CON CODEPAGE SELECT=437
KEYB UK,,C:\DOS\KEYBOARD.SYS
