A DOS3.3 boot disk (from the 1980s) is pretty much worthless for repairing a modern hard drive
Boot from your XP CD and use the proper tools

"it cannot boot from my hard disk"
Sure
But what does it *DO* or *SAY* ?
And what was the result of:
format c: /s
What does the BIOS say about the drive, what drive is it, what was it partitioned with, and as wizard-fred asks, is it active?
3.30 is limited to about 30MB
Not much of a win3x issue. [not yet]

... yeah, but he did manage to say:
"help me"
Without that imprecation, clearly this post would've been ignored
"is there any steps that i missed?"
Oh... where to begin? How about clarifying the specs of the machine in question? Taken at face value (XP, 512Mb), seems like an excellent candidate for the dead letter box - return to sender
