Whenever you install 3.1 on the hard drive, and then delete the 3.1 items that you don't want, exit windows and go to the dos prompt and copy all the ini and grp files to a c:\ directory or floppy. Then if you start it up one day and find that 3.1 isn't what it seems, you erase the ini and grp files and copy the new ones into the windows directory. Then when you start 3.1 it should be how you want it. In dos type: copy c:\windows\*.ini c:\directory or a:\ then c:\windows\*.grp c:\directory, then erase c:\windows\*.ini then c:\windows *.grp then type copy c:\directory\*.* c:\windows.
Does that answer your question, or am I completely off topic? Don't know how to do it in 98.

Restrictions are'nt part of a default install so must have been added later,along with maybe a bat file to recreate them at each boot...keep searching for this and in the meantime perhaps setting all options to =0 might help HTH

I CANNOT DELETE OR MODIFY ANYTHING IN THE WINDOWS FOLDER! and there is not a .bat file! And cannot modify includes *.ini's aswell so i cannot make each restriction have a =0 value! :(
