No you cannot. Win 3.1 is a 16 bit operating system and Fat 32 is for Win 95 OSR 2 and up because it is for 32 bit operating systems.

Yes you can, (Windows 3.1 is a GUI not an Operating System, So is Windows 95/98 as a matter of interest!) But you have to install a patch to enable you do so. Its called 3XSTART and I have it on my PowerLoad Resource Pages BUT you have to follow a set of rules to make it co-exist with Windows 95B/98. Download the file from the Win3x page and fully read the text files before use. It can be done, but be warned, you can lose Data or trash your harddrive, if you do not fully understand what you are doing!
What 3XSTART does is patch IO.SYS and COMMAND.COM to acccept Windows 3.1 as a valid program (It worked fine with Win95, but Microsoft blocked it from 95B onwards, becouse of possible problems with FAT32)
However my advice is, unless you need to install Windows 3.1 to run on the same drive as Windows 95B or 98, for whatever reason, I would install it onto a MS-DOS 6.22 drive. You get no advantage whatsoever running it under FAT32
