The Borland Turbo c++ compiler v1 will fit on a floppy.

Turbo c++ 1 is a DOS compiler, I think there is no way to make it generate a Windows application. There is no Windows C++ compiler that will fit on a floppy. You may try to get a complete one (ex Borland C++ 3.1) and copying the compiler core, the resource compiler, the preprocessor and only the essencial libraries and header files to see if can fit on a floppy
