Yes, it is just having the proper software, a CDR or CDRW drive, your drivers installed for the CDR/CDRW drive, and having blank CDR's or CDRW's. you can find the software nessecary to burn the CD's at www.tucows.com in the Windows 3.1 section. They are not free, but many are only 20$-30$ to get the liscence.

I have been looking for Windows 3.1 based software for data burning CDs, such as an early version of Nero or Adaptec, for several months now without success. If you should find anything, please let us all know.
