well if its a shortcut yes (or program item in program manager, or alias in calmira) if you mean changing the programs icon its self then no

There is an icon program (Icon Collector) that can 'inject' an icon into an EXE file. It's Win9x, but I used something similar in Win31 (maybe an earlier version?)

I know there's a program called Resource Editor (also called RegEdit.exe) that changes icon and the program's resources... but it doesn't work under Win3.1...:(

Regedit is the Windows registry editor - ??
Resource Editor and Resource Hacker are Win9x programs - not that I think the Original Poster cares, at this point - but what the heck are you talking about El?
