Arranging icons on windows 3.11

When you enter windows 3.11 you can see some icons on the desktop but when I move them to where I want them then they move back when I restart the computer.

That is because the option "save settings on exit" in your program manager is not activated. In the PM, click on options on top and make sure this option is checked, if not, click on it .

Also, be sure "AUTO ARRANGE" unchecked in the options pull-down menu.
