I whould like to know somethings berofe I start making a website about abandonware.
Where can I find a list of Legal / official abandon software (games, apps and oses) specially about apps so that I know such software is officially abandonware.
I whould like to where can I get a copy (a working copy)of win 3.1 or 3.11.

As far as legal issues go, if you are wishing to host an old software title, and you want to be 100% legit about it, you must contact the copywrite holder of the title that you wish to serve. For instance, if you wanted to host IBM's OS/2 2.1, you would need to obtain IBM's premission prior to offering the software for download. (IBM will not give you premission by the way, they claim this is due to Microsoft contributing some code. Microsoft will not give you premission either due to the copywrite belonging to IBM.) For getting Windows 3.1, I have it up on my site for download.
