Do i install DOS before windows 3.1 or boot from a DOS boot disk? I am going to install win3.1 on a virtual machine. Any other instructions or advice would be great also, Thanks.

Seems like this is a nagging issue around here anymore.

Just like in the good old days before virtual machines, you have to format the virtual drive (FAT16) for MS-DOS and completely install DOS before Windows 3.1. Since the underlying guts of Windows 3.1 is DOS, you have to have it available (i.e. installed) whenever Win 3.1 "needs" it (which is always). No images, boot disks or anything else will suffice...
