I am purchasing Windows Server 2008 Enterprise and 25 Copies of Windows XP Professional. Do I need to purchase 25 Windows Server User Cal's as well? What is the Windows Server User Cal's? I'm also purchasing Exchange server 2007 SE. Will this be an additional 25 User Cal's?

You need to have a client access license for each machine that is going to be connecting to your domain.
1 Server 2003 CD-Key License
25 Windows XP CD-Key Licenses
25 Windows Server CAL'sHoly Wow.

As Jestible says - Since you are purchasing Windows 2008, you will need one server license for each server you install.
You will need an XP Cal for each pc.
You will need Windows 2008 CAL for each computer that connects to the server. For Exchange, you will need to purchase the Exchange license and you will need to purchase an Exchange CAL for each client using Exchange.
