We have a 2003 domain with 2 DC, I am trying to dcpromote my 2008 member server to become a DC, it said to run adprep /forestprep but it comes up saying I can't do this on windows 2008, I need to do it on a DC controller.

How to dcpromote it?

I did do it and restarted both my Windows 2003 server, did the promote again on the Windows 2008 server still coming up with the same saying I have to forestprep first.

You don't do the promote on the 2008 unit, but the 2003 one.
